Changlang protest SC verdict on refugees

ITANAGAR, Oct 3: Hundreds of school and college students staged a peaceful rally in Changlang on Saturday in protest against ruling of the Supreme Court, granting citizenship rights to the Chakma and Hajong refugees of Arunachal Pradesh. The rally was organized by the All Changlang District Students’ Union (ACDSU).

This is the first in the series of rallies being planned by the students in the district.

President of All Changlang District Students’ Union Mengpa Haisa while addressing the students said “We would not compromise with our land and culture”.

Miao taxi driver goes missing

MIAO, Oct 3: A 54-year- old taxi driver of Miao, Tumba Ali has gone missing on Friday in Tinsukia.

An unidentified person hired his brand new Alto 800 car, which was yet to be registered. He left for Tinsukia with the passenger early morning but is currently not traceable.

His wife was able to contact him at 8.16 am while he was Ledo in Assam, 45 km from Miao. But when tried to contact him at 11.30 AM, the mobile phone was switched off.

Separate FIRs have been filed by the missing taxi driver’s wife and President of Miao Taxi Union Josh Hipoh at Miao police station this morning in this regard.

ICDS conducts ECCE cum VHN Day

ITANAGAR, Oct 3: The first phase of the ECCE cum VHN Day and ALMSC meetings under Urban ICDS Project Itanagar kicked off with programmes at ‘D’ Sector, Div. III Angan Wadi Centre (AWC) and at ‘P’ Sector-I & II AWC on Oct 1.

Chairpersons of ALMSCs, councillors of Ward Nos 13 and 14, Techi Mema and Kipa Tarish, along with their ward members participated and appreciated the ICDS Project for conducting such noble programmes.

Besides giving educative speeches on Nutrition & Health, T. Banarjee, DO, CFNEU, GoI, Itanagar unit also outlined the practical problems faced by the ICDS functionaries during implementation of programmes and allied activities.

Competitions in various events and display of drama and group play amongst the PSE children were also part of the programme.

The programme was also conducted today at Nitivihar-II and Driver Colony AWCs. Councillor Ward No. 9 Donik Tayu participating in it, donated ceiling fans for the AWCs as a part of community support.

Such programmes will be continued and conducted at other sectors also, stated CDPO Urban ICDS Project, Itanagar, S.C Tok in a release.

Seminar on ‘Romantic Imagination’

ITANAGAR, Oct 3: The Department of English, Don Bosco College Jollang organized its annual departmental seminar on the topic, “The romantic imagination: An aesthetic epoch”.

The resource person of the seminar Dr. Bhagabat Nayak, HoD, Dept. of English, Rajiv Gandhi University, focused on the ‘romantic movement’. He advised the students to carry forward the zeal of research temperament. Dr. Fr. Nicholas urged the students and the faculty to develop research mentality and to come up with more scientific papers in the future.

Anti Corruption Sena unit starts

ITANAGAR, Oct 3: Papum Pare district unit of Arunachal Anti-Corruption Sena today started its spot verification and inspection of various on-going central as well state sponsored schemes within the district.

A team of the district Anti-Corruption Sena headed by its president Techi Munna along with its Sagalee unit visited ITI College at new Sagalee (Tani Happa) where the team claimed to have found a new type-II double-storey building dismantled, allegedly by PWD. These buildings were constructed by Urban Development department.

The Sena team questioned whether it was a good idea to dismantle a new building which is only about one-year-old.

The team also visited the 7.4 km-long PMGSY road at Apop Sango village executed by RWD Papum Poma division and urged the concern authority to clear the pending bills of the contractors/villagers immediately.

Gram Sabha conducted

ITANAGAR, Oct 3: A Gram Sabha meeting of CD block Doimukh was conducted at Rono Auditorium, Doimukh yesterday under the chairmanship of Gram Chairperson Rono, Nabam Kuku. The meeting was attended by GB, senior citizens, public of Rono village, staffs of BDO Doimukh and all Gram Chairpersons of II-Doimukh and Karsingsa Banderdewa Anchal Samity.

BDO cum PO Nangbia Taya highlighted the progress and achievement made under various centrally sponsored schemes and IPPE-I exercise conducted during 2014-15 in Doimukh block. He also informed that the IPPE-II exercise is being started and requested the panchayat leaders and public of respective villages to actively participate in it.

CO cum Member Secretary M Pertin explained about Swachh Bharat Abhiyan Mission and the role of public in the cleanliness drive in the village and the role of panchayat raj institutions in the area for developmental process.

Activities like IPPE-II exercise for Rono Panchayat for 2016-17 and preparation of social and resource mapping was done on the day.

Awareness camp on Livestock Scheme

ITANAGAR, Oct 3: Altogether 25 livestock owners participated in an awareness camp cum training programme on National Livestock Insurance Scheme at Yachuli on September 30 last. It was organized by the Department of Animal Husbandry and Veterinary.

Resource person, Veterinary Officer, Yachuli, Dr Lige Basar, explained the importance of insurance on livestock.

Thansen Wangchadong Memorial Football Tournament

Deomali FC third team to reach semifinal

ITANAGAR, Oct 03: Deomali FC joined Khunnu FC and Bazaar FC in the semifinals of the first Thansen Wangchadong Memorial Football Tournament.

Deomali FC entered into the semifinal defeating Hunkan FC 4-3 in the third quarterfinal at Nehru Stadium, Khonsa today. Temin Lama scored two goals, Samroi Moidam and Wangdian Lowang scored one each for the winning team.

Hangjin Sumnyan scored all the three goals for Hunkan FC.

The fourth quarterfinal match will be held between Lapnam FC and Khonsa village tomorrow, according to organizing committee.

14th Late Odam Ering Memorial Football Tournament kicks off

ITANAGAR, Oct 03: The 14th Late Odam Ering Memorial Football Tournament 2015 kicked-off today at General Ground, Pasighat.

The inaugural match was played between Bogong Soccer Club II (BSC) and GTC, Pasighat, where the former drubbed the later by 4-0 goals.

Secretary DFA, East Siang, Tayon Dai, informed the participants that selection of players will be done from the tournament for the ensuing 14th Tadar Tang Memorial Football Tournament 2015 for East Siang District.

The tournament is being organised by District Football Association with District Sports Officer in the memory of Late Odam Ering, wife of Late Daying Ering and mother of MP Ninong Ering. MP Ninong Ering and his family members are sponsoring the tournament.

A total of 17 teams are participating in the tournament, including Apollo Club, a team from neighbouring Assam. The final match of the tourney is slated on Oct 16.

Earlier, the tournament was formally declared open by Vimal Welly, Engineer PHE & WS, Pasighat in the presence of Chief Councilor, Pasighat Municipal Council, Denong Tamuk, veteran footballer Tasong Boko, government officers and senior public leaders.

Addressing the players, Welly called upon the participating team members to maintain sportsmanship spirit throughout the tournament. Tasong Boko also spoke during the opening ceremony.

Solar electrification gears stolen,

ITANAGAR, Oct 3: At least six solar panels along with rechargeable batteries installed at different strategic locations to light up Seppa Township, East Kameng district were stolen recently.

The panels and batteries of solar street poles of District Hospital, Nyokum Lapang, PWD office, Tari Bridge, Cooperative Colony School and Sangewa Colony ALC line were stolen, police said. The district police have launched a massive manhunt to nab the thieves but so far there has been no breakthrough, police source added.

Police further disclosed that the thieves have targeted solar panels and rechargeable batteries mounted on the poles by taking advantage of deserted streets during the night. The district police believe that stolen panels and batteries might have been smuggled out from the town to the villages to evade the police.

The solar street electrification is a personal initiative of Deputy Commissioner Sandeep Kumar Singh from the DC untied fund with an objective to provide alternate power source to light up the town when main power line goes off.

More than forty solar street poles have been erected in the different locations in the entire township. Further, 14 more poles have been ordered for installation. It is said that more than Rs 12 lakhs have been spent in the whole electrification project.

Saddened by theft, Deputy Commissioner Sandeep Kumar Singh called upon the public and locality to be more vigilant and responsible to protect public property. DC asserted that his mission to light up the Seppa town would not be discouraged by theft but rather bolster the cause of electrification as 70% of street poles are still working and citizens are supportive. “It is a lesson that we learnt, and it indicates more steps need to be taken” says the young DC.

The mysterious theft has forced Seppa town into darkness, as the entire town is relying on the solar street lighting whenever the power line drawing from Khupi in West Kameng goes off.

Similar theft was reported years ago when the solar panels installed in Doordarshan building roof were stolen. The district police had managed to recover few panels but many missing solar panels are reportedly seen in various villages in the district.

DCs urged to oversee implementation

of Mission Indradhanush

ITANAGAR, Oct 3: Commissioner, Health and Family Welfare Bolung Siram appealed to the Deputy Commissioners of those districts, where the second phase of Mission Indradhanush (MI) will be implemented to oversee the execution processes personally and involve all the administrative officers of sub-division and circle headquarters to ensure maximum coverage.

Mission Indradhanush is a special Immunization drive to cover all those children below two years old who have never taken any vaccination and children who missed all the vaccines after taking one or few vaccinations. Addressing the health officials in a state level meeting in connection with the launching of second phase of the MI at Naharlagun today, the HFW Commissioner reposed faith on the technical, managerial and administrative capacity of the officers to implement the ensuing MI phase 2 in a better way.

He narrated the success story of East Kameng district on how a poorly performing district in phase 1 was lifted up to be the best performing MI phase 1 district by personal intervention of the Deputy Commissioner.

He also appealed to all parents to bring their children below 2 years of age for immunization during this drive.

Based on the performance of the districts, Government of India has identified 10 medium priority districts of Tawang, West Kameng, Papum Pare, KurungKumey, Upper Subansiri, West Siang, Dibang Valley, Anjaw, Tirap and Longding for the second phase of MI.

The high priority districts, East Kameng, Upper Siang, East Siang, Lohit and Changlang, where first phase of MI was conducted, will also be covered in the phase 2 beginning from this month.

Dr Emi Rumi, State EPI Officer stressed on the need to improve the full immunization coverage and urged all DRCHOs to take this opportunity to strengthen the routine immunization system in the state.

Dr D Padung, Nodal Officer (NRHM) highlighted the current status of immunization coverage in Arunachal Pradesh. He dwelt on the reason for this special drive, the magnitude of left / drop out children in details and overall processes that the state needs to adhere to Government of India operational guidelines.

Mission Director (NHM) PN Thungon dwelt on the effort that district health authorities need to make so that all stakeholders are roped in for the success of the programme.

DHS DM Jini spoke on the need for mandatory District Task Force meeting, good IEC campaign, proper and time training of frontline workers and optimum involvement of ICDS functionaries at block / village level.

Dr HageTabyo, DFW exhorted all the district officials to perform better within the limited time.

Priorities horticulture to uplift rural economy: Rijiju

State Level Horticulture Mela cum Exhibition

ITANAGAR, Oct 3: Union Minister of State (Home) Kiren Rijiju, said that horticulture, owing to its high potential to transform and uplift the rural economy, may be prioritized for a concerted effort.

He was speaking at a two days State Level Horticulture Mela cum Exhibition organized by KrishiVigyan Kendra, West Kameng, Sangti from Oct 1 under the sponsorship of National Horticultural Mission (NHB), Gurgaon at Lopon Stadium, Dirang.

Arunachal Pradesh is blessed by nature with unique gift of diverse agro-climatic conditions, vast bio-resources and zero polluted environment enabling to grow varieties of crops across the states, he said.

Despites these endowments, the State have however not been able to contribute much to the country’s growing economy owing to low production and productivity. However, in the last few decades, the state has witnessed great progress in the production of kiwi, apple and oranges, the minister added.

He encouraged the farmers to take full advantage of the Mela to change their perspective towards agriculture and improve the economy of the farming community.

Deputy Commissioner, West Kameng A K Singh, emphasized to give special importance and to promote organic farming. He expressed his satisfaction on various demonstrations on Vermicomposting technology, efficient farm resource management through different Integrated Farming System models.

Systematic displays of different varieties of apple, kiwi, walnut etc. along with exotic fruits like persimmon, avocado and medicinal plants contributed by few remarkable progressive farmers of the region were special attraction of the occasion.

The Horticulture mela cum exhibition also provided ample opportunities for the farmers to interact and update their knowledge and skill through interaction with intellectuals from line departments like agriculture, horticulture, sericulture and ICAR-NRC on Yak. Mon Dirang Food Processing Society and Rupa LAMPS Ltd. Rupa Food Processing Unit, West Kameng were commendable through their displays of varieties of value added products.

The mela cum exhibition was imperative to provide a platform for showcasing farm technologies that are location specific, simple, economically feasible, eco-friendly and easily adoptable by the farming community of the hilly region, said Narendra Deo Singh, Head of KVK, West Kameng.

Don Bosco trains North East students on leadership

Chandigarh, Oct 3: A one-day leadership training for North East Students was held on Saturday at Don Bosco Navjeevan, Chandigarh in which 39 student leaders participated and exchanged views.

The programme, an initiative of Don Bosco Youth Centre, Itanagar was sponsored by Kare Partners India Group Pvt. Ltd, a company which is into Emergency Health Care.

The programme was aimed at getting the student leaders of various North Eastern states residing at Chandigarh and train them to be visionary leaders who can motivate the rest of their peers for constructive social action.

Welcoming the student leaders to the programme, Fr. Sebastian Jose, Director, Don Bosco Navjeevan, spoke of the various activities that the organization holds for young people of Chandigarh and called upon NE youth to exploit such opportunities to the full.

Dr. Dr. V. N. Sharma, State Liaison Officer, NSS, Arunachal Pradesh called upon the participants to allow the leader in each one to awaken and added that they were fortunate to get such opportunities specially for North East youth due to the initiatives taken by Don Bosco. In his session, Dr. Stanzin Dawa, Regional Coordinator, Rajiv Gandhi National Institute of Youth Development, spoke about the uniqueness of North East and the contribution that it can make towards nation-building and exhorted the North East youth to freely mingle with the local, well-meaning youth as it is important for everyone to be out of their comfort zone if persons are to grow.

Dr. Anup Johny, Vice President, Care Partners Group India Ltd struck a resonance with the youth present while speaking about the hardships and the innumerable instances of ragging that he had to undergo in his student days which he spent outside his home state.

“I had been a victim of ragging and physical abuse many a times, but that didn’t deter me from reaching my goal. Today, I am glad that I put up with many hardships which strengthened me.” Anup also spoke of the employment opportunities that Kare Partners are interested in providing to the graduates from North East in their various health-care facilities.

Fr. Cyriac, Director, DBYC spoke of the special love that Don Bosco and Don Bosco institutions have for young people and that is the reason for DBYC to be in the midst of NE youth at Chandigarh. He called upon the participants to rise above the narrow margins of tribe, state and religion and grow to full human maturity.

He also spoke on “Being a North Easterner in Chandigarh”, and added that it is important for everyone to respect the cultural milieu of a place while being there as each place has its own uniqueness. “Certain things which are very normal in North East, might raise eye brows in places outside and we should neither be surprised nor alarmed by that but just follow the norm, ‘when you are in Rome, be like Romans!”, said Fr. Cyriac.

In the interactive feedback session, Daming, one of the participants from Arunachal, said that she felt proud of the fact that such a great intervention has been initiated from Arunachal Pradesh.

CoSAAP team apprises Rijiju of its pending demands

ITANAGAR, Oct 3: A team of Confederation of Service Association Arunachal Pradesh (CoSAAP) led by its president Pate Marik called on Union Minister of State for Home Kiren Rijiju on Friday and apprised him of various pending demands of the state government employees.

Informing that the 7th CPC has recommended the retirement age at 33 years of service or 60 years of age whichever is earlier, the CoSAAP team said that it will be detrimental to Govt. employees and the retirement age should be on the basis of age, not on basis of service time.

The team also requested the minister to bail out the state Govt. from financial crunch to implement the 7th CPC recommendation in toto in the state by providing necessary required fund provision from Central Govt.

Further, Marik appealed to the minister to provide weekly train services from Naharlagun to Kanyakumari for the convenience of serving South Indians employees in Arunachal Pradesh and students pursuing higher and technical educations in various institutes. The train service, if introduced, will also benefits the patients, he said.

NPC Khrime, President, Women Wing, CoSAAP urged the minister to provide separate lady compartment in the train services plying from Naharlagun to New Delhi and Naharlagun to Guwahati (Intercity service) for safety and security of lady passengers.

The minister after patient hearing has assured the team that he will pursue the Railway ministry to connect direct train service from Naharlagun to Kanyakumari and provide separate lady compartments in the train services plying from Naharlagun.

With regards to implementation of 7th CPC, the Union Minister said that it depends upon the policy of the state Govt.

“Since the sate Govt. is following the Central Pay Rule, it is the duty of the state Govt. to implement the recommendations in toto,” the minister said.

Rallies, cleanliness drives mark Gandhi Jayanti

ITANAGAR, Oct 3: Cleanliness drives and rallies were organized all over the state to mark the birth anniversary of Mahatma Gandhi and as part of Swachh Bharat Abhiyan on Friday.

In Itanagar, staff of Don Bosco Youth Centre, Vivek Vihar along with 50 trainees undergoing training at the centre conducted a cleanliness drive in the locality. Essay writing and painting competition besides, skits were also organized.

The NSS unit of Dera Natung Govt. College led by NSS program officer Dr. Tumter Lollen and Nich Menia also repaired the roads in the college premises as part of a cleanliness drive.

At Hollongi, members of Balijan Circle Youth Association (BCYA) and Hollongi Maxicab Welfare Association (HMWA) besides, PRI members and youths carried out a cleanliness drive from Hollongi Charali to police check gate.

Addressing a public meeting later, BCYA president, Kuru Joram exhorted all to imbibe a sense of cleanliness and further appealed to the people living in the inter-state boundary area like Hollongi-Rajgarh to keep each other’s territory neat and clean and avoid dumping of garbage into the neighbour's territory.

HGB Hollongi, Nabam Niki also donated 6 dustbins on the occasion.

At Tezu, the teaching fraternity along with members of NSS unit led by programme officers Nongja Singpho and Ringu Ngupok of Indira Gandhi Government College, organised a cleanliness and plantation drive in the college campus.

At Likabali, officers and officials of PHE & WS cleaned the office premises and staff colony under the supervision of Executive Engineer PHE & WS T Angu.

Angu also appealed people to contribute in ensuring a clean and healthy environment in and around offices and individual households.

At Miao, students, PRI members, government employees and general public participated in an awareness rally on sanitation organised under Swachh Bharat Mission which was flagged off by CO J Lungphi on Sept 25 last.

Addressing a public meeting later, Miao PHE SE, SR Kumar stated that unsanitary practises are root causes of many health related problems and urged people to change their mindset to stop open defecation in all panchayats. He also urged the teachers, students and parents to play a vital role in disseminating the message of good sanitary practises among the masses.

At Roing, volunteers of The Greener Earth, a local NGO along with teachers and students of Mayu Secondary School and officials of DUDA also conducted a cleanliness drive at the main market and other adjacent area of the town.

Mass plantation and cleanliness drive was conducted at Jollang by Jollang Valley Youth Welfare Association (JVYWA) along with the staff and students of Govt Middle School, Jollang yesterday.

The final match of IInd Inter Village Volleyball Tournament marked the occasion where Don Bosco boys defeated Daath Youth team by winning three sets out of 5. Don Bosco girls also emerged champion in the tournament.

SDPO Itanagar Techi Henyir addressing the gathering encouraged the participants to dedicate more time in sports and make a career out of it.

Poor banking facility affects social

security schemes implementation

ITANAGAR, Oct 3: The people of East Kameng district have not yet been able to reap the benefits of various social security schemes launched by the BJP led NDA government due to poor banking facilities.

The SBI Seppa has totally failed to live upto people’s expectation as none of the social security programme is implemented by the bank, said East Kameng BJP unit in a release.

According to the party, thousands of applications for various Social Security Schemes are gathering dusts in the SBI Seppa. The bank authority reportedly cited lame excuses, such as lack of manpower, slow internet etc. for it, it said.

Taking serious note of it, the district BJP appealed to the authorities of State Bank of India, Seppa to rectify the mistakes and to implement all the Social Security Schemes within 10 days failing which the Party will launch a mass democratic movement against SBI, Seppa from October 13. It will also campaign for withdrawal of customers’ accounts from the bank in case the bank failed to implement the programmes within the given period.

The party further threatened to take up the issue with the Ministry of Finance, if the bankers show any laxity in implementing the Social Security Scheme.

Besides SBI, there are two other banks in Seppa--Apex Bank and the Central Bank of India.

The Apex Bank is implementing PMJDY, PMSBY, PMJ, JBY etc but sadly the Bank is unaware of the MUDRA Yojana, the party said. It urged the higher authorities of the bank to issue directives to the manager of the Seppa branch to implement MUDRA Yojana immediately.

The party also hoped that the Central Bank of India will cater to the banking needs of the people and implement Social Security programme effectively.

‘Contractors carry out unauthourised works’

DAPORIJO, Oct 3: Stating that unauthorised work is being done by some contractors in govt lands at Daporijo, the Bharatiya Janata Party, Minority Morcha, ST Morcha and BJYM 24th Daporijo have appealed the Deputy Commissioner to immediately stop the works and inquire into it.

In a joint complaint letter, the organisations stated that various civil constructions are being done presumably under Environment & Forest department against TFC Grants 2014-15 by the contractors without any departmental sanction.

They also appealed the district administration to immediately constitute a committee to inquire and unearth the truth and stop the illegal constructions of all works carried out under DFO Daporijo Division to maintain quality of the works under proper guidance of technical experts.

The works are construction of security wall and approach road of the Forest Rest House at Daporijo amounting to Rs. 45 lakhs, general maintenance of residential buildings for Rs.5 lakhs, construction of DFO’S chamber for Rs.15 lakhs, retaining wall of Forest Rest House for Rs.15 lakhs and construction of culverts on the approach road of DFO’s Bungalow for Rs.3 lakhs.

It is reported that the BJP organisations were informed by DFO Daporijo Division T Bui that the works were going on without his official knowledge.

The DPR for the works under TFC Grants 2014-15 to be utilised during 2015-16 was approved and were submitted to the higher authority recently and the sanction orders are awaited, added Tapa Dadi, BJP district Unit president.
